The cartels, gangs, and terrorists will alway be heavily armed. Look at Mexico. They have a stringent gun ban but the cartels still have full auto AKs, RPGs, hand grenades, explosives. Only the poor Mexican people are disarmed and helpless under the tyranny of the cartels.
